If you use your garage for other things than asking a car, you may be fined up to €500,000 in Germany. Lawyer Klaus Heimgärtner: "Garages may not be converted into an office, guest room, party room or storage room.”
In the Gagage Ordinance GaVO everyone can read what can be stored in their garage. What is not explicitly listed, such as tires, roof racks etc., is prohibited. Bicycles are usually tolerated by the public order offices (sic) if it is ensured that the way to the car is clear.
Things that are only temporarily stored in the garage are also usually not objected to. However, this does not include lawn mowers, garden furniture or barbecues, which are stored throughout the winter.
"Even setting up a hobby workshop in the garage can be an inadmissible use, even if you only work on your car. It is crucial that the garage can be used by cars without major clean-up work. In case of doubt, a court will decide on the individual case."
